About US


The Integrated Financial Management System (IFMS) is a Cabinet mandated modernisation programme aimed at replacing aging and fragmented Financial (FIN), Human Resource (HR), Payroll (PAY) and Supply Chain Management (SCM) systems and related business intelligence across the South African Public Service. This will support the implementation of legislation such as the Public Finance Management Act (PFMA) and Public Service Act, by providing centrally hosted and integrated Financial, Supply Chain and HR management solutions through modern technologies.

Objectives
1. Modernise technology by:

  • replacing ageing technology
  • avoiding increasing costs of maintaining obsolete legacy systems i.e. BAS, LOGIS, PERSAL, PERSOL, FMS, POLFIN, PERSAP, and Vulindlela
2. Improve business processes through:

  • Facilitating ongoing financial, supply chain and human resource management improvements and reforms
  • Processing and compiling data in ways that improve availability of quality information for planning, reporting and better decision making in the management of public resources
BACKGROUND

The South African Public Service operates a number of transversal systems in the areas of Supply Chain Management, Human Resource Management, Financial Management, Payroll and Business Intelligence. Many of these systems are based on aging technologies that are not fully integrated and there is therefore duplication of functionalities. After an intensive study, the continued feasibility of these systems was deemed to be restricted. This prompted Cabinet to take a decision to replace these systems with an Integrated Financial Management System to be implemented at National & Provincial Departments.

Governance

The IFMS governance structures render effective programme and project oversight, define management principles and decision making. It is comprised of strategic, tactical and operational layers that uphold the values of good governance.

The strategic layer provides executive oversight of the Programme. It consists of the Cabinet, which approved the Programme, and provides executive oversight through the Ministerial oversight structures which is comprised of ministers from the partner departments. The Steering Committee, represented by executive heads of the partners to the Programme, manages the Programme at a strategic level.

The tactical layer offers guidance and operational oversight as well as combined assurance functions. In this layer lies the Programme Committee which consists of senior representatives from all IFMS partners and internal programme stakeholders. The combined assurance is embedded in the structure and includes among others risk and audit roles as well as sub-committees that support the Programme Committee

The operational layer manages the implementation of the numerous projects, that make up the IFMS Programme, following best practice methodologies. This level comprises the Enterprise Programme Management Office (EPMO) that ensures that the Programme is managed and delivered accordingly, thus giving direction to the execution thereof through the business transformation, technology, project management, operations and knowledge management streams. The EPMO also has supporting committees and substructures that take care of the project management for implementation of the IFMS system in departments.
